Remove deprecated config command
Why
It's deprecated and we should remove it for the v21 release.
The change was included in https://github.com/stellar/soroban-cli/pull/1283/files#diff-591fc8f478ece7d81a96a815d37d7d50b312bebcd7163179a9dba8c7353b4ec0 but I want to make sure it is included in the release by unbundling it from refactors and new features.
