This doesn't solve the CI problem in #334, but for real users, this allows disabling carbon tracking, since this may require sudo access that they may not want to provide.
There are ways to add a timeout when we set up the carbon tracker, which would be another solution, which would actually fix the CI, but doing it in a general way sounds non-trivial (e.g. discussion, potential solutions are not necessarily cross-platform).
