mcoa: add support for MCO installing operators required by MCOA

• Add unit tests

• Add status reporting, in case of, operator already installed (CLO or OTEL)
• Evaluate optional creation of logging namespace
• Add installation of OpenTelmetryOperator
• Final manual test
