refactor: remove date-fns package (typeorm#9634)

* refactor: remove date-fns

Since TypeORM only uses one function from the date-fns library
it is unnecessary to install this large package.

* refactor: add DateUtils.parseDateAsISO

* refactor: reintroduced comment
