put address quests higher #4172

this is based on UX testing - some experienced mappers were disappointed by SC and were unaware that it asks also about "important" data

At least one person specifically mentioned going into setting and looking at quest list.

Also, even if address data can be tricky to capture - it is still extremely useful and worth putting higher on the list.

I think that's likely to obscure things related to food and drink establishments (like seating, dietary etc).

Although I do appreciate its an important quest.

We have a clear guideline for the default quest priority. The highest it can go under this guideline would be

Allowing certain quests that are perceived as important to cut the line and thus potentially obscure quests that are easily solvable from much further away opens a door for any number of similar requests to put "important data" to the front. I really do not want to argue with PR creators whether their particular pet data is important enough to also cut the line. In the long term, I think this only leads to discontentment (of people who didn't get their way) and is somewhat of a time sink.


For expierenced mappers, I plan to add a housenumbers overlay.

I agree that it would be an exception and change from current practice.

I intended it as a sole such case, as it is enough to demonstrate clearly that SC asks also about important data by pumping this address quest to top.

But I see risk of getting more requests like this.

Also won't this just exacerbate the current FAQ of why isn't the house quest shown. Given it still won't actually show that question until they've answered the building type one.
