[dev app] pass on incremental/extended auth params and update stripe dependency

[lins-stripe]

Summary

passes along the request_extended_authorization and request_incremental_authorization_support params to the api call during PI create in the dev app.

update stripe dependency to 12.8.0 so we can get the updated types

Motivation

unblocks some qa tests

Testing
