What kind of change does this PR introduce?
Add local supabase to use with testing of this library.

The tests are currently failing because this library is relying on a hosted supabase instance which is either paused or has been deleted at the moment.
What is the new behavior?
The tests now rely on a local supabase instance using the CLI
