[bugfix] Include MIME email headers to avoid mangling non-ascii text

This pull request adds MIME headers to our outgoing emails appropriate to the content-type and encoding that we use. This should prevent issues where non-ascii characters get mangled by some email providers, in cases where the email provider doesn't massage the email headers + contents to be readable (which is not something we should rely on).
