User Issue: T13471 - Body is scrolling when visible if condition popup is open.

Usage scenario: a Survey Creator doesn't take the full page's area. Some other content appears under the creator component.
Issue: When a popup is opened (for instance, a Logic rule editor), it is possible to scroll the body content. As a result, a list of questions disappears in a Logic editor.
Request: Prevent the main HTML body from being scrolled when a popup is opened.

A reproducible demo is available in the original issue.
