dispatchObserver function declaration is inserted twice:
var dispatchObservers = function dispatchObservers,
then
function dispatchObservers.
The declarations appear identical.
REPL (or really just any Svelte output)

Bumped into another related issue while looking at this. Both should be resolved by #339
