[PHP] Cleanup test (#7673)

* Regenerate PetApiTest, OrderTest

The same test code as deleted is in the 'tests' directory.

* Move test code 'test' -> 'tests', and Regenerate test/Model/PetTest.php

* Regenerate 'test' directory
