[Java*] Refine handling of beanvalidation (parameters + decimals)

Description

For jaxrs-cxf-cdi these improvements have been added in #4615, these should be added to all other languages supporting beanvalidation:

1. beanValidationParam.mustache has been setup for both beanValidationQueryParams and beanvalidationPathParams.mustache

2. the handling of Min/Max/DecimalMin/DecimalMax has been improved:
   Min/Max for Integer/Long and
   DecimalMin/DecimalMax for others

After #4719 has been done for all languages, this will also be fixed.
