docs: update prerequisites for running locally

Description

Update prerequisites to recommend using latest version of Node. At the minimum, it appears NPM 6.x is now required by dependencies.

Fixes #2117

How Has This Been Tested?

I can confirm that node v6.17.1 does not work locally (MacOS Catalina).
v8.17.0, v10.10.0, v12.16.1, and v13.9.0 do work
