docs(cli): Backfill CHANGELOG to start of 2023 - 0.1.60

Backfilling CHANGELOG for @swc/cli to start of 2023 - 0.1.60 so that people can keep track of changes in the old repo before it was moved to this new monorepo.

Main focus point is to track the introduction of --strip-leading-paths, so that people from 0.1.x can migrate to 0.4.x
