It looks like the extension expansion is recorded last now, it used to be the first reported extension. (cherry picked from commit 92f9909)

visitAuxiliaryDecls. swift#66956 changes the expansion order of macros so that conformance macros always appear last. This requires a test fix in compiler_plugin_basic.swift.
