build: set the CMAKE_RUNTIME_OUTPUT_DIRECTORY

Add a `CMAKE_RUNTIME_OUTPUT_DIRECTORY` to co-locate the runtime components which is important for resolving the interdependencies. Without this the libraries are not really usable.
