The change to introduce a "top-level" bit for VarDecls requires a module format version bump, per swiftlang#29024. Fixes rdar://problem/59078925

Thank you, @DougGregor! This is related to shadowing diagnostics (had to add a flag to make lldb to the right thing) but completely forgot that we have to update format version :(
