The Data Upload Tool is in fact an add-on to the ODR tool (Open Data Registration Tool) and makes uses of its API described in:

Once a newly produced open dataset is ready to be ‘shared with the world’ it needs to be uploaded. This step is facilitated in the ‘Data Description’ screen of the ODR tool:

4 different upload modes available:
1. Upload a normal dataset (e.g. *.CSV file)
2. Upload a normal dataset with a corresponding shapefile
3. Upload a netCDF file
4. Upload a geo-referenced image (ex: GeoTiff)
With different containers or storage options:
1. The dataset will be stored on storage server.
2. The dataset will be stored on GeoServer with WFS access.
3. The dataset will be stored on Thredds with OpenDAP access.
4. The dataset will be stored on GeoServer with WCS access.
