More flexible framed text generation: - adjust frame width to content width - define minimum and maximum width - allow for inserting a caption at the bottom of the frame Unless dotspacemacs-startup-buffer-respinsive is nil: - framed notes are centered - max width is adapted to the window width Also add a note inviting the user to update his packages and dotfile on every new release (fixes syl20bnr#7357).

I was just thinking, as yet another person was being taught in the gitter chat of the existence of

to easily update their dotspacemacs, maybe we should include a tip notice in each release note ?Something like "Check&update your .spacemacs on each release (
SPC f e D
to view diff)", or something shorter.What do you think ?
