Update TOC links in QUICK_START.org

The current TOC links don't work on github, since github makes use of fragment urls. I made this update which works on github, but I'm not sure if it's compatible with orgmode?

Thanks for you contribution 😃 Sadly we can not do the modification as you suggest. We have this format of links because the tool we use to generate the website documentation [1] doesn't support the github one. We know this problem and we are working on it.

You may also want to have a look at CONTRIBUTING.org for your (hopefully) next contribution. PRs have to be made against the develop branch.
