Thank you for the pull request, and sorry for the delay in merging.

For posterity: HLS options are listed under the Muxers/HLS docs at https://ffmpeg.org/ffmpeg-formats.html#hls-2

And the muxdelay and muxpreload flags under Advanced options at https://ffmpeg.org/ffmpeg-all.html#Advanced-options

I will be adding a followup commit that removes the mux_delay and mux_preload options added here. There are already ones named muxdelay and muxpreload in https://github.com/talklittle/ffmpex/blob/master/lib/ffmpex/options/advanced.ex
