Details

This patch adds new subcommand for the replicaset module.
tt replicaset rebootstrap [flags] <APP_NAME:INSTANCE_NAME>
re-bootstraps an instance: stops it, removes instance artifacts,
starts it again.
Requested by @psergee in tarantool/tt@86f1484.
