Documented the tt cartridge command:

The content is mostly taken from the Supported Cartridge CLI commands section with some adjustments in commands usage and improvements in wording. At the same time, a new reference topic doesn't contain all the details as these commands are added for backward compatibility and already described in Cartridge docs. With v3.0 (after Cartridge deprecation), we can add corresponding links to the old (2.11) Cartridge docs.

tt cartridge admin ADMIN_FUNC_NAME [options]

``tt cartridge admin`` calls admin functions provided by the application.

Maybe add a link to the admin extension (as in the Cartridge doc)?
No explanations, just a link under "admin functions".
