Remove helper scripts

Description

• Remove helper scripts
• Remove Azure's documentation pipeline (replaced by @morganlee123 in Add workflow for autodeploying documentation to github pages via an action #1326)

Motivation and Context

Since the Azure pipelines do not rely anymore on bash helper scripts (currently we use templates to avoid code duplication) it's a good idea to remove these unused files.
