feat: add support for Service-Woker-Allowed HTTP header

Related PR: #11485
Adds Service-Worker-Allowed HTTP response header, 'which is used to broaden the path restriction for a service worker's default scope' ¹. This is a relevant header I apparently missed last time, so I'm adding it now.
