This pull request adds several new community-health documents, including a brief overview of the TC39 Code of Conduct and a CONTRIBUTING.md guide (links to which will show up in any new issues), a pull-request template, and a HISTORY.md article.
TC39 delegates and whoever is mentioned in HISTORY.md: Please feel free to review. I’ll probably merge this into the main branch maybe tomorrow or Friday.
This pull request does not address issue templates. Issue templates require us to tackle more fundamental questions about our community goals, and it is one to which I don’t yet have a definite answer. I need to talk with other champions first before deciding on what our community goals are here.
