Builds on #141
Replaces the "Emulating Debug IDs" section with a more concrete polyfilling section the tech of which is already used in production systems.
Also demotes the "Parsing Debug IDs" section to a "Questions" section because it still seems unclear what the

comment spec will evolve to and we likely want to very closely follow that spec for Debug IDs.
