Configure dependabot to process all dependencies weekly, on Sunday, so we have a fresh batch of PRs at the beginning of the week. We may change the frequency over time if needed, but weekly seems like a good start now that we've manually updated everything we can and identified issues with the remainder (e.g. `node-fetch` requires so additional handling before we can update) Add the default labels as well as the `ok-to-test` so dependabot PRs automatically run their tests without waiting for a contributor to allow them.
