Add dependabot config #2449

Changes

Configure dependabot to process all dependencies weekly, on Sunday, so we have a fresh batch of PRs at the beginning of the week.

We may change the frequency over time if needed, but weekly seems like a good start now that we've manually updated everything we can and identified issues with the remainder (e.g. node-fetch requires so additional handling before we can update)

Add the default labels as well as the ok-to-test so dependabot PRs automatically run their tests without waiting for a contributor to allow them.

Hold until node-fetch is updated, should be the last package currently needing an update (except for Carbon + React which need to be coordinated with other consumers of the @tektoncd/dashboard-* npm packages).
