Remove `@storybook/storybook-deployer` from `devDependencies` and install on-demand via npx instead. The script is not currently used as part of our CI processes, also likely not used by most devs, so there's no need to install it and the resulting transitive dependencies for everyone. This also removes a number of issues reported by `npm audit`.
