Replaces #2963, #2964, #2965, and #2966

Prompted by a dependabot PR attempting to update @babel/preset-env

Updating preset-env on its own causes a number of issues with both Storybook and Jest, likely other tools, due to the renaming of a dozen or so plugins which have moved from proposal to stable.

Update all babel packages, and switch from the old -proposal- to -transform- naming for any where we have a direct dependency.
