Update to vite 5

Replaces #3267

vite-plugin-svgr was the last remaining blocker, all other plugins etc. either already supported vite 5 or were recently updated.

There are some warnings during install related to Storybook dependencies on vite but they don't seem to have any negative impact on actually running or building the Storybook. These warnings will be addressed in Storybook 8 which is currently in alpha.

The first beta for Storybook 8 was released today, so hopefully won't be long until we can clean up the remaining warnings.
