Several functions in the config package are used to set the values of feature flags in tests. This commit moves them into an existing package used only in testing, to help ensure that these functions will only be used in testing contexts.

Thanks for the cleanup. This looks great!

Only question I got is do we need a release note? I understand that this is a change to the testing pkg only but the fact that it falls under pkg/apis made me wonder if users would actually use it somewhere?

Only question I got is do we need a release note? I understand that this is a change to the testing pkg only but the fact that it falls under pkg/apis made me wonder if users would actually use it somewhere?
