What was changed
Since new versioning, server has introduced a slowdown in legacy/never-GA versioning that causes build ID change to take a minute. This skips the test that takes a minute knowing that this only applies to never-will-be-GA versioning and a new test for newer versioning will replace it when it comes to .NET.
