TensorFlow has [dropped support for python 3.8](tensorflow/tensorflow@9a1f8bb). This updates our CI to use Python 3.9

Motivation for features / changes
The TensorBoard release that tracks the TF 2.14 release.
Technical description of changes
Adds the normal release commits to:
Detailed steps to verify changes work correctly (as executed by you)
Generated the pip package and ran it to test that it works.
