- added func to generate to pipeline the SF to TaskSynapse
- added polling the SF task from synthetic api for every 30 secs
- stores the HFL states in cache to track syn_req_id, prev_task_id and current_iteration count

- query for tf_completed tasks - iterate each task and poll the synthetic improved task - create sf task with status=SF_PENDING, and send to miners
