This updates dependent actions on CI, most of which have seen significant upgrades.
Most noteworthy is that
actions-rs/toolchainhas been archived over a year ago. Seems the community has moved todtolnay/rust-toolchainso I moved to it.Most runs of
make build.examples.rustdo nothing (make: Nothing to be done for...), but I manually confirmed the new action works.
