On systems with a minimal installation netstat might not be available.
ss should provide similar functionality and is on EL7 included in
iproute which is very likely to be installed.

Didnt even know about ss until I saw this, pretty cool tool, looks good to me.

For awareness, katello-service also makes use of a service-wait script (https://github.com/Katello/katello-packaging/blob/master/katello/service-wait) that has use of netstat within it. So this would fix installation but not service actions.

I'll submit the same PR there. Currently the katello meta package depends on net-tools so it's usually not an issue.
