Add Subsetting by value

I've already attached a pull request that goes into more detail, but essentially I've written a method that allows for subsetting by value. I think this is immensely helpful for using the anndata objects to their greatest abilites - for example, being able to pull RNA velocity data from specifically CD4+ T cells.
