Make sure to enable barbican plugin individually

Now we can't enable barbican plugin individually, it enabled only if enable octavia service.

@huangtianhua What's the root reason? Barbican service is not available in OpenStack Newton release?

@kiwik The reason is we enable barbican only if 'lbaas' or 'octavia' in enable_services, see https://github.com/theopenlab/openlab-zuul-jobs/blob/master/roles/create-devstack-local-conf/tasks/main.yml#L178 and https://github.com/theopenlab/openlab-zuul-jobs/blob/master/roles/create-devstack-local-conf/tasks/main.yml#L198 and after #585, if the branch is m/n/q, it won't enable barbican plugin anymore even if octavia is enabled

And I think we should make sure user to enable barbican individually, no matter if octavia is enabled. Like gophercloud, there are several tests for barbican.
