Moves over to using GitHub actions. I'm not sure how this will play out with the 1_7_X branch using a different setup (npm instead of yarn) to master and 2_X.
In theory it should be ignored as it doesn't match the regex, not sure if we can add a workflow to that branch to be used, or if we have to have it in the master branch?
