Bug reproduction steps

Clone this repo
Run yarn install
Open VSCode, IntelliSense should work fine.
Uncomment the first line in hardhat.config.ts to add hardhat-foundry to the repo
Close and reopen VSCode, IntelliSense no longer working for Solidity files.
