- At the start of the game, players secretly bid $0, $5, or $10 to determine the turn order in which players purchase one private company at face value. Private companies have no end-game value and cannot be sold into a company. Rather, their power is exercised by a corporation at the appropriate step of the corporation's operating turn.
- Stock Round:
- Sell shares, then buy
- 50% limit in open market
- On a sale, share price moves one space left, regardless of number of shares sold
- 60% player ownership limit
- May not sell shares in corporation that has not yet operated
- Corporations float 5-share or 10-share entities depending on game phase and possibly president's choice
- 50% to float; full-capitalization
- Operating Round:
- May place 2 yellow track or one upgrade
- Corporations may place stations (in cities) or hotels (in towns). Either placement costs $20 per hex (by track) away from closest station (not hotel).
- Hotels add $10 or $20 to the value of a town (depending on phase) for the owning corporation only.
- Towns do not count as stops, but do count for revenue, when running trains.
- E trains do not count towns, but double other revenue locations.
- May only purchase one new train of the current type from the Bank per OR. (May buy last of a type, and first of a new type)
- Starting in Phase 3, a corporation may convert from a 5-share to a 10-share as the first action on its operating turn, assuming it has completed one operating round. Corporation is fully capitalized for remaining shares. Mandatory conversion in Phase 5.
- Both $80 water hexes in the Florida Keys (near Havana) are removed at the start of Phase 6, but may be rebuilt, once again paying $80 per hex. Any hotel in Key West is removed and permanently eliminated from the game.
- The following rule is not enforced by the site; it is up to the players to enforce it: 7.2.1: Tiles may not be placed or upgraded in such a fashion as to preclude any Corporation that has not yet operated from creating a legal route using available tiles and upgrades
