Top bar doesn't fit all icons with the addition of the notification section

Expected behavior

All elements on the top bar should be visible at all times

Actual behavior

When a project with particularly long name is opened, and/or the project supports the disabled section Discussions, the notifications icon/dropdown are pushed to the right on smaller window width.

Expected:

Navigate to https://connect.topcoder-dev.com/projects/1129 and resize your window to observe the behavior.

Ideally the icons labels would disappear and provide more space for the project name. Make sure there is 40px spacing between the major groups on the top bar.
