_ is not defined when trying to view specification of a design project (other design type)

Reproduction Steps

1. Go to https://connect.topcoder-dev.com/
2. Click 'Login' button in the top right.
3. Login with the following credentials.
   username - pshah_manager
   password - topcoder123
4. Click the 'plus' icon in the navigation bar
5. Choose 'Design'
6. For the 'What kind of design do you need?' question, choose Other Design
7. Type a random name for the project(say Random Project)
8. Fill in a description with atleast 160 characters.
9. Fill in a random text for the application goal and users fields.
10. Click 'Continue'
11. Click 'Specification' link

Expected Result

The specification view should be rendered

Actual Result

Uncaught ReferenceError: _ is not defined error is thrown and the ProjectSpecification component is not rendered
