[Team Management 2.0] Admin/Managers are not able to add existing users to the customer team

Expected behavior

Admin/Manager is not able to add a customer by handle.

Actual behavior

Admin/Manager should be able to add existing topcoder users by handle to the Project Team section.

Steps to reproduce the problem

• Try to add a customer by handle using new team management
