Project does not load when project plan (phases) is empty

Expected behavior

It should load project successfully even if there is project plan associated even with a v3 project.

Actual behavior

It infinitely shows loading icon without any error when the project template use to create project, does not have phases i.e. project plan specified.

Patched to the production and new smart scope forms updated to not have any project plan by default.
