We should allow changing the non scope affecting fields even in restricted statuses

Expected behavior

There should be some way, to update the fields which does not affect project's scope (price and time efforts) e.g. project's name, ref code etc.

Actual behavior

As of now, with our first implementation, we always show Submit Change Request button instead of Save button for a project which moves into reviewed or above statuses.
