Add automated text to end of comments to avoid confusion

Comments are added by the user / copilot that manages a given project.  This can be confusing because there's nothing to indicate that  the message is automated vs. from the actual user.

This ticket will track adding a new footer to each automated comment that Topcoder-X creates:

``` This is an automated message for <topcoder handle> via Topcoder X ```
