Review UI - Previously Added Appeal Response Not Displaying

Steps to reproduce:

1. Login with mess
2. Visit https://local.topcoder-dev.com/review-v6/active-review-assigments/556274d2-bc96-45d8-ada9-45b130ff15ce/scorecard-details/AqyHsWZD0N0b9V/review/f910c254-a13b-495e-aff0-b6092dcc8a9f
3. The previously added appeal response does not display.

4. When attempting to respond to the appeal, a 400 error occurs.
