Project integration links are not shown without joining the project for Admin

Reproduction Steps

1. Open https://connect.topcoder-dev.com
2. Login as Admin : pat_monahan/topcoder123!
3. Open a project where Admin is not yet joined
4. observe the integration link are not displyed
5. Join the project and observe that links are displayed

Expected Result

As per doc: https://docs.google.com/document/d/1OBUhMGUtqU-Eqpufaom_eAKDbLiR8mq6syb-PSavXDI/edit
• Admins can view project integrations at all times
And • Managers & copilots can see the links only when they join the project

Actual Result

Admin is not able to see the project integration links without joining the project.
Admins should able to see the Project integration links without joining the project. Only Managers & copilots can see the links only when they join the project.
